TikTok Shop Update · November 2026
The TikTok Shop affiliate program now lets creators self-apply with just 1,000 followers, down from 5,000. For sellers, that means far more affiliate requests from far less proven creators. If the quality of your inbound requests has dropped lately, this is why, and it is not your fault.
The change is bigger than it sounds. Accounts with 1,000 to 5,000 followers vastly outnumber accounts above 5,000, so the affiliate pool did not grow a little. It flooded. The good news is that the rule creating the problem also hides a fix most sellers miss.
What changed in the TikTok Shop affiliate program?
TikTok lowered the follower minimum for US Affiliate Creators from 5,000 to 1,000. Affiliate Creators are the independent kind: they browse the product marketplace, pick what to promote, and are not bound to your shop. According to Shopify, creators now need at least 1,000 followers to self-apply.
Here is how the old and new TikTok Shop affiliate requirements compare:
| Requirement | Old | New |
| Follower minimum | 5,000 | 1,000 |
| How to join | Self-apply | Self-apply |
| Minimum age | 18 | 18 |
| Location | United States | United States |
| Identity verification | Required | Required, plus age confirmation within 2 months |
| Creator accounts per government ID | Up to 5 | Up to 5 |
| What 5,000 followers means | The entry bar | The pilot graduation line |
Why the 5,000 follower bar mattered
Five thousand followers never proved a creator could sell. What it proved was effort. Reaching 5,000 takes months of consistent posting, so it filtered out accounts that would post once and disappear. A thousand followers can happen in a weekend.
Now look at what still filters creators: age, location, a government ID, and a clean compliance record. None of those measure whether someone can sell a product, hold an audience, or shoot usable content. The follower count was the only proxy for that, and it dropped 80%.
One ID, five creator accounts
One rule gets overlooked. A single government ID can still verify up to five TikTok Shop creator accounts. With a 1,000 follower entry bar, one person can legitimately run five affiliate accounts. That multiplies the volume hitting your request queue.
Where 5,000 followers still matters
The 5,000 number did not disappear. It moved. There are two places where it still applies.
The first is marketing creators. A marketing creator is bound to your shop through a marketing creator bind, with no follower minimum to sell your products. If that account wants to promote other sellers’ products through the marketplace, it still needs 5,000 followers to self-apply for affiliate permissions.
The second is graduation from the Affiliate Creator Pilot Program, which is the part that directly affects your shop.
How the affiliate creator pilot program works
Any Affiliate Creator under 5,000 followers is automatically enrolled in the Affiliate Creator Pilot Program for at least 30 days. TikTok confirmed to Social Media Today that new creators in this range begin with a 30-day pilot. Based on compliance checks, they land in one of two buckets.
The two pilot buckets work like this:
| Normal pilot | Extended (flagged) pilot | |
| Who lands here | Most new creators | Creators flagged for violations or low-quality content |
| Product access | Shops with a 95%+ Shop Performance Score only | Shops with a 95%+ Shop Performance Score only |
| Shoppable videos | Up to 3 per day | Up to 3 per week |
| Shoppable LIVEs | Up to 3 per week | Up to 1 per week |
| Campaign eligibility | No | No |
| Can graduate | Yes | Not while the flag is active |
Quota reset
Posting quotas refresh every Monday at midnight Pacific time. Creators can see their quota under Creator Center, then Settings, then Creator Pilot Program.
How creators graduate from the pilot
The standard path is simple: at least 30 days in the pilot plus reaching 5,000 followers. Creators can stay in the pilot for up to 180 days while they work toward that number.
There is also a back door at TikTok’s discretion for creators who have not reached 5,000 followers in 30 days. They must pass the pilot program quiz, hold the required Creator Health Rating, and do one of the following in the last 30 days:
- Publish six or more shoppable videos of at least 8 seconds each
- Run at least one e-commerce LIVE of at least 5 minutes
- Generate 10 or more orders through shoppable content, excluding fake orders
The one that matters
Those 10 orders are the fastest route out of probation, and the only requirement in the whole system that proves a creator can actually sell.
TikTok Shop Management
How Bullseye Sellers helps sellers build a better affiliate program
A bigger creator pool only helps if you can find the creators who convert. At Bullseye Sellers, our team works inside TikTok Shop accounts every day, so we saw the shift in affiliate request quality as it happened. Sorting volume from real candidates is now a daily job most brands do not have time for.
Our TikTok Shop management service handles that work for you. The Bullseye Sellers team covers:
- Shop Performance Score monitoring. We keep your score above the 95% line so pilot creators can find your products.
- Creator vetting. Requests are screened on content quality and category fit, not follower count.
- Sample strategy. Free product goes to creators with a real content history, which protects inventory and margin.
- Outbound creator recruitment. Marketing and official creator binds put you in control of who represents your brand.
- GMV Max scaling. Winning affiliate videos get paid amplification once they prove they convert.
Bullseye Sellers has launched more than 150 shops on TikTok Shop and engaged more than 100,000 affiliate creators across 75 active growth brands.
Is your Shop Performance Score locking out new creators?
If your Shop Performance Score is below 95%, every creator in the pilot program is structurally locked out of your products. It is not that they are less likely to find you. They cannot see you in the marketplace at all, and with the 1,000 follower rule, that pilot group is now a huge share of the affiliate pool.
The same rule creates two opposite problems for TikTok Shop sellers:
Seller A is drowning in low-quality affiliate requests from 1,200 follower accounts and wants a better filter.
Seller B cannot figure out why the new wave of smaller creators never touches their products.
For Seller B, the answer is the shop score. Check yours in Seller Center before changing anything else in your affiliate program.
One note
The pilot rule describes Shop Performance Score as a percentage, while TikTok’s Affiliate Marketing Policy scores shops on a 0 to 5 scale. Go by what your Seller Center shows.

Why the new rule is worse for sellers
More creators sounds good on paper. In practice, TikTok widened the funnel and handed sellers the filter. Here is what the new TikTok Shop affiliate program costs you:
- A noisier request queue. You now sort through volume instead of candidates, and that labor produces nothing on its own.
- Faster sample burn. Every free product sent to a creator who posts once and quits is inventory and shipping cost against zero attributed GMV.
- Harder acceptance decisions. Follower count was a weak predictor, but it was one you had. In the 1,000 to 5,000 band, it tells you almost nothing.
- Capped upside, even on a yes. Pilot creators can post three shoppable videos a day at best and cannot join campaigns.
- Hidden penalties. A creator in the extended bucket may post only three videos a week, and you cannot see that flag from the outside.
What should TikTok Shop sellers do now?

TikTok Shop sellers should respond to the 1,000 follower rule by fixing their own side of the funnel first. Here are six steps, in order of impact:
- Check your Shop Performance Score. Below 95% and the entire sub-5,000 creator pool cannot see you. This is the highest-leverage fix, and most sellers do not know the connection exists.
- Stop filtering by follower count. Review a creator’s last 10 videos instead. Do they post consistently, have usable lighting, talk to the camera, and create content in your category? Thirty seconds per creator beats any follower threshold.
- Ask whether they graduated the pilot. A graduated creator has unlimited shoppable posting and campaign access. An extended pilot creator has three videos a week. One message tells you which.
- Prioritize the 10-order graduates. A creator who graduated early by driving 10 orders proved the one thing that matters. Move them to the front of the line.
- Tighten your sample policy. The pool got roughly five times bigger. Set a minimum based on content history, not followers.
- Lean on bound creator paths. Official and marketing creator binds have no follower minimum, and you choose who to invite. If inbound quality is the problem, outbound is the answer.
Is the TikTok Shop affiliate program still worth it?
Yes. The pool did not get worse on average as much as it feels. It got bigger, and bigger feels worse when you are reading every application. The opportunity is still large: according to eMarketer data cited by Netpeak, US TikTok Shop sales reached $15.82 billion in 2025, up 108% year over year.

Some of the best creators Bullseye Sellers works with would never have cleared 5,000 followers when they started. A 400 follower account that converts is worth more than a 50,000 follower account that does not. The pilot program is a real set of guardrails, and the fix for most affiliate programs sits on the seller’s side of the fence.

FAQs
How many followers do you need for the TikTok Shop affiliate program?
US creators need at least 1,000 followers to self-apply to the TikTok Shop affiliate program. Creators under 5,000 followers start in the Affiliate Creator Pilot Program for at least 30 days, with limits on posting, product access, and campaigns.
What is the TikTok Shop affiliate creator pilot program?
The affiliate creator pilot program is a probation period for Affiliate Creators under 5,000 followers. Pilot creators can only promote products from shops with a 95%+ Shop Performance Score, face posting caps, and cannot join campaigns.
Why can’t new creators find my products on TikTok Shop?
If your Shop Performance Score is below 95%, creators in the pilot program cannot see your products in the marketplace. Raising your score is the first step to reaching the new wave of smaller creators.
How do creators graduate from the pilot program early?
Creators who have not hit 5,000 followers in 30 days can graduate at TikTok’s discretion. They must pass the pilot quiz, meet the Creator Health Rating requirement, and publish six shoppable videos, run one 5-minute LIVE, or drive 10 orders.
How many shoppable videos can pilot creators post?
TikTok’s eligibility policy allows up to three shoppable videos per day in the normal pilot, but its FAQ page lists five per week. Creators should check their quota under Creator Center, then Settings, then Creator Pilot Program.
Do these TikTok Shop affiliate requirements apply outside the US?
No. The 1,000 follower minimum, pilot program, and limits covered here apply to US creators. Other markets have their own thresholds.
